Angela Z. Monson has been engaged in activities related to health care policy for more than 26 years. She is currently employed by the Oklahoma University Health Sciences Center as Associate Provost for Community Partnerships and Health Policy and is responsible to the Provost and Senior Vice President of the Health Sciences Center. She also serves as an adjunct associate professor in the Department of Family and Preventive Medicine.
Monson is a member of the OU Medical Center (Hospital) Board of Trustees and is also a member of the Oklahoma City/County Board of Health. She was recently named co-chair of the Turning Families USA, a national consumer health advocacy organization, and has served on that Board for more than seven years. Additionally, she serves as a member of the Board of Directors of the Center for Health Policy Development, the parent entity of the National Academy for State Health Policy.
Monson was a member of the Oklahoma State Senate from 1993 until November 2005 and the Oklahoma House of Representatives from November 1990 until her election to the State Senate. She was the primary sponsor or co-sponsor of much of the legislation pertaining to health care coverage, financing and delivery systems in Oklahoma, and was one of the chief architects of the Oklahoma Health Care authority, the state's Medicaid agency.

Lyn Watson graduated from the University of Oklahoma with a B.A. in journalism/public relations.
She is a member of Junior League of Oklahoma City, Independence Charter Middle School PTO, and American Marketing Association.
Lyn was a finalist for the Journal Record Woman of the Year in 1999.
She presently works as a consultant.

Ballet instructor Gail Vines Riggs earned B.F.A. and M.F.A. degrees in Ballet Pedagogy from the University of Oklahoma and has been ballet mistress with the Houston Dance Center and a company member of the Space Dance Center in Houston.
Gail is now the owner of Flip's Wine Bar and Trattoria, one of OKC's favorite night spots. She came out of dance retirement to joint the faculty of Everything Goes Dance Studio.

Phil Horning is a retired lawyer. He attended University High School in Norman, received his Bachelor's degree in economics at the University of Oklahoma, and his law degree from the University of Oklahoma, College of Law.
Mr. Horning has been a tutor for more than four years at Linwood Elementary School. He serves in various roles on three bar associations, including director of the Oklahoma County Bar Association. He has been on the board of directors of the Oklahoma City Urban League and Community Action Program, a trustee at First Unitarian Church and a member of the Oklahoma commission on the Status of Women. Laura graduated from Putnam City North High School in 1985 and received a Bachelor of Science in Elementary Education from the University of Oklahoma in 1989. She is co-founder and board member of Eat Wise OKC, a board member of Midtown Redevelopment Corporation, and co-owner of Elemental Coffee Roasters in Midtown OKC.
Laura and her husband Laurent have been married for 18 years and have four children who attend Oklahoma City Public Schools.

Ruth Veales District 5, Board Member

Ruth Veales graduated from Crooked Oak High School in May 1975. She received her certification in General Office Cluster at Opportunities Industrialization Center July 1976 through June 1977, Ms. Veales received the highest scores for her certification in her class. She attended Rose State College in 1991 and later in 1998 and is certified in several computer software programs.
Ms. Veales was employed with the Urban League from 1982 to 1996; holding positions as executive secretary and later administrative assistant to the president. She is currently employed with the City of Spencer Police Department as the law enforcement administrative assistant.
She is a self-proclaimed advocate for children. Ms. Veales has worked in the capacity of staff, volunteer, and parent support in past children organizational groups, such as: Young Black Men/Black Women Association; National Urban League Incentive to Excel and Succeed (NULITES), attended as a chaperon to two NULITES national conferences; Star Spencer High School Booster Club; Star Spencer High School Gospel Music Choir, chaperoned choir members to Florida for national competition; Star Spencer High School Drama Department, made costumes and other behind the scene functions; Eagle Ridge Institution—Wings of Harmony; teacher for vacation bible school at Church; youth bible study teacher; and foster parent for therapeutic foster children.
Ms. Veales is currently affiliated with the following organizations: Co-founder of the John H. Bowman Youth Camp held in July each year with an educational/socialization/life skills focus while having fun; president of "In Spite Of" youth organization; member of Grand Parents Raising Grandchildren Academy.

Jay Means is currently in the doctoral program at Oklahoma State University in educational administration. His doctorate degree is pending his dissertation defense. He earned the Phi Delta Kappa International Honor Society. Mr. Means attended the University of Central Oklahoma, receiving his MA in traditional English studies and was nominated as Graduate Student of the Year in 1993, earning a 3.54 GPA. He received his BS in English education/bible theology at Mid-America Christian University in 1991 and was History and Education Student of the Year in 1991 Cum Laude.
Mr. Means has graduate hours and experience in technical writing, holds Oklahoma State Department certifications in superintendent (both common education and career tech); secondary principal (both common education and career tech); language arts (all areas); American history; and Oklahoma history.
His experience in Oklahoma City Public Schools includes: substitute teacher at Capitol Hill High School; language arts teacher, honors language arts teacher, and basketball, baseball, and swimming coach at U. S. Grant High School. While at U. S. Grant High School, Mr. Means received the Sallie May Award for Entry Level Teacher of the Year. He taught language arts, social studies, honors English, honors social studies, and was the basketball and softball coach at Webster Middle School. Mr. Means raised the ITBS writing test score from 76 to 92 and had All-City Conference champions and All-City Conference runners-up in basketball and softball at Webster Middle School. At Capitol Hill High School, Mr. Means taught language arts and was the basketball, baseball, and softball coach. He raised the test scores by 20 points. Mr. Means was in administration and the advanced placement coordinator at Northeast Academy for Health Sciences and Engineering. While at Northeast, 170 Duke Scholars/five National Merit Scholars/Academic State Champions in football; administration at U.S. Grant High School.

Ron Millican is a 1956 graduate of Southeast High School. He earned his Bachelor's degree from East Central University and his Master's degree from the University of Central Oklahoma. Mr. Millican has additional graduate work from the University of New Mexico and the University of Oklahoma. He has 33 years' experience as a teacher, counselor, and administrator in public schools.

Schedule of Regular Meetings of the Oklahoma City Board of Education for the Calendar Year 2011 as follows (notice required in accordance 11with Title 25 O.S. Sec. 311). Regular meetings are generally scheduled for the first and third Monday of every month. The primary emphasis of the 2nd meeting of each month will be for business, discussion, and education program presentations. Overall schedule may vary slightly due to holidays and other known Board activities. Special meetings for hearings and special business will be called as needed. All meetings will be held at the Administration Building, 900 North Klein Avenue, Oklahoma City, Oklahoma.
Click here to view dates for the 2012 Board Meetings Any meeting by the Board outside the regularly scheduled board meeting is considered a Special Board Meeting. The Board will only call a Special Board Meeting when a circumstance requires attention. At least 48 hours notice of the time, place and purpose of the Special Board Meeting will be given to Board members, the media and the county clerk. An Emergency Board Meeting is only called when the Board needs to handle a situation involving injury to a person, the incapacity of the superintendent, injury or damage to public or personal property or immediate financial loss. An Emergency Board Meeting can only be called if the likelihood of increasing injury or damage or immediate financial loss is too great to wait the 48 hours required for a Special Board Meeting. During an Emergency Board Meeting the Board will only discuss the business for which the meeting was called. The Board commits to a four-year term when elected to office. During their term, they ensure that Oklahoma City Public Schools meet the needs of our students. The annual filing for board election is held the first Monday of December through the following Wednesday. The primary is held in February and if needed, the run-off in April. The Board will consider allowing individuals to address the Board during this "Public Comments" section of the agenda, if any request permission to do so. Public comments will be heard only during the designated Public Comments portion of the Agenda at all regularly scheduled meetings of the Oklahoma City Public Schools Board of Education (hereafter referred to as "Board"). Public Comments shall not be heard at emergency meetings of the Board. Citizens of the district, including delegations or individuals, have the right, and are encouraged, to attend meetings of the Board and to listen to and observe its deliberations. In the interest of orderly conduct of Board meetings, spontaneous discussion from the floor shall be discouraged. The individual dignity of Board members and school district employees shall be respected; accordingly, neither Board members nor employees shall be subjected to abuse through these proceedings. Citizens are requested to seek resolution of specific problems at the school site or most appropriate central office level. Persons are encouraged to write to the Board or the superintendent with general questions, concerns, suggestions or to obtain information about the district. Each person will receive notice of the receipt of his or her written correspondence, which may include a response.
In order to maintain open lines of communication, the Board provides time for citizen comments during regular monthly business meetings.
Individuals who wish to speak at a Board meeting are required to complete a Public Comments Sign-up Form before the Board meeting convenes.
An Oklahoma City Public Schools staff member will be at a table in the foyer outside the meeting auditorium with Public Comment Sign-up Forms between 5:00 p.m. and 5:30 p.m. on the day of the meeting. This is the only time forms may be submitted to request to make public comments at Board meetings.
Any person who is a resident, employee, or an official representative of a recognized group or organization of this school district may address the Board. Delegations who wish to address the Board are encouraged to select a representative spokesperson. The first hearing period is for a maximum of thirty minutes and will be used to address concerns regarding matters that are on the Board’s Agenda for that particular meeting. An additional thirty minutes will be allotted, at the end of each meeting, in order to give citizens the opportunity to address non-agenda items. Unless otherwise provided for, Public Comments will only be allowed during periods specifically allotted for that purpose. All persons who speak at Board meetings are to meet all provisions of this policy. School board policies, state law and federal law have established separate and distinct procedures and forums for collective bargaining issues, and for the resolution of employee grievances, employee complaints, employee suspensions and terminations, complaints against individual employees, pupil suspensions and appeals, political campaigns, and litigation. To avoid circumvention of those separate proceedings and ensure fairness to all parties concerned, no person will be allowed to speak regarding the following: (1) an issue subject to collective bargaining; (2) an issue in a pending lawsuit, complaint or investigation filed with an outside agency, wherein the school district, employee(s) or the Board is party; (3) a pending grievance; (4) pending employee complaint filed with the school district or an outside agency; (5) complaint against individual employee(s); (6) employee disciplinary action, suspension, or termination; or (7) pupil suspension or appeal which may ultimately reach the Board of Education. Additionally, no person who has publicly announced or filed as a candidate for public office may speak during this session. All meetings of the Board of Education shall be open to the public, and any regular meeting shall include an opportunity for the public to address the Board. Presentations under “Public Comments” are limited to three (3) minutes. Where several people wish to address the same subject, a spokesperson must be selected. The Board Chairman may interrupt and terminate any presentation that is not in accordance with any of these criteria. Board members may not respond to speakers’ comments.
